MEP's Client Impact Survey
To measure the impact of its services, the MEP National Network partners with a third-party provider to conduct an annual client impact survey. In fiscal year (FY) 2024, nearly 95% of respondents were small and medium-sized manufacturers with fewer than 500 employees. With over 8,700 responses collected that year—and thousands more over time—this survey provides valuable insights into the most pressing challenges manufacturers face and helps NIST MEP monitor evolving industry trends.
Top Challenges for U.S. Manufacturers
The primary challenges identified by MEP clients have remained largely consistent over time, highlighting ongoing priorities within the manufacturing sector. These include:
- Continuous improvement and cost reduction: The most frequently cited concern, emphasizing the need for greater efficiency and cost-effective operations.
- Employee recruitment and retention: A growing challenge, with workforce-related issues becoming significantly more pressing for manufacturers in recent years.

- Product innovation and development: Staying ahead through new product offerings remains a key strategic focus.
While efficiency and cost control have always been top concerns, workforce issues have grown markedly in importance. In FY 2024, 55% of manufacturers reported employee recruitment and retention as a key challenge, up from just 41% a decade ago—highlighting the increasing strain on talent pipelines in the industry.
Rural vs. Metro Client Challenges
NIST MEP reviews client survey responses using the USDA Rural-Urban Continuum Codes, which categorize U.S. counties as either rural or urban. This analysis highlights key regional differences:
- Rural manufacturers often report greater difficulties with continuous improvement, cost reduction, and attracting or retaining employees.
- Urban (metro) manufacturers are more likely to face challenges related to securing financing and managing supplier or partner relationships.
By identifying these distinctions, MEP Centers can better customize their support to address the specific needs of manufacturers based on their geographic location.
